Why do malls and towers run at poor power factor?
Cooling is the reason. A central chiller plant, chilled-water pumps, cooling-tower fans and air handling units account for most of a commercial building's motor load, and these motors draw reactive current whenever they run. Lifts and escalators add more, and tenant fit-outs bring their own mix.
Lighting is a newer factor. LED drivers and electronic ballasts have their own power factor and harmonic behaviour, and the effect is large in a mall that has thousands of fittings. Load also swings daily: peak afternoon cooling is very different from the trading load at night.

What APFC panel suits a mall or high-rise?
Put the panel at the main LV board so it sees the whole building. For a mall, the controller must handle the night problem: when the chillers are off, the same bank can push the building into over-correction, so we add small final steps and set the controller so it drops out cleanly. For a tower, the same logic applies by floor of tenants.
Where LED lighting and drives are widespread, choose the detuned version. If space is tight, say so at enquiry, because panel layout can be adapted to the room.
