How do we size cooling for the heat load?
We add the dielectric losses of the capacitors, the copper and iron losses of the reactors, the contactor coil losses and the controller. That total, with the room temperature you give us, decides between natural ventilation, filter fans and a cooling unit. An enclosure price list means little until the heat load is known, so the proposal prices the cabinet and its climate control as one item.

Yes. Rittal makes cooling units and panel air conditioners for sealed cabinets. We use them where the room is above the capacitor rating and filter fans cannot lower the cabinet temperature enough.

Size follows the kVAr and the number of steps. A small fixed bank fits a wall-mounted cabinet, while a large detuned bank needs a free-standing section. We state the dimensions in the general arrangement drawing before we build.
Can you rehouse an old bank in a new enclosure?
Yes. We move sound capacitors and contactors into a new enclosure with proper cooling, replace worn parts and test the result. Combine it with a detuned bank upgrade where harmonics are present.
